dhcp: Port the plugin to FreeBSD/macOS
This also refactors the BPF handling so it can be shared between the dhcp and farp plugins. The latter is adapted accordingly. Closes strongswan/strongswan#2047 Co-authored-by: Tobias Brunner <[email protected]>
