reuse reqid when a ROUTED child_sa gets INSTALLED

fixed a bug in retransmission code
added support for the "keyingtries" ipsec.conf parameter
added support for the "dpddelay" ipsec.conf parameter
done some work for "dpdaction" behavior
some other cleanups and fixes
