Vendor specific EAP methods may be registered with:

    PLUGIN_CALLBACK(eap_method_register, <constructor>),
        PLUGIN_PROVIDE(EAP_SERVER_VENDOR, <type>, <vendor>),

Same for client implementations via EAP_PEER_VENDOR.
